Project Overview

The Upper South Creek Networks (USCN) Program is a $2 billion-plus Sydney Water investment delivering essential wastewater infrastructure to support the rapid growth of Western Sydney — including the Western Sydney International Airport, Bradfield City Centre, and surrounding growth areas. The program will progressively deliver more than 115 kilometres of wastewater pipelines, 11 pumping stations, and supporting infrastructure across eight precincts, ultimately servicing over 143,000 new dwellings and 466,000 jobs in the Upper South Creek catchment by 2056. The program is being delivered by CreekConnect — a joint venture between Jacobs and Seymour Whyte — under Sydney Water’s delivery partner model, with construction progressing across multiple stages and precincts.

RCS Scope

Road & Civil Surveys has been engaged to deliver the initial survey packages for the program — Tranche 1 and Tranche 2 — providing control surveys, detail surveys, and topographic surveys to assist the design process. With 5+ surveyors deployed across extensive linear pipeline corridors in greenfield Western Sydney, RCS delivers detailed topographic and SDR pickups to TfNSW G73 standard, providing the design team with accurate, construction-ready spatial data across corridors that interface with creeks, waterways, and environmentally sensitive areas. The survey scope covers multiple precincts and pipeline alignments, requiring efficient coverage of large linear distances in a greenfield setting.

Delivering control and detail surveys to TfNSW G73 standard ensures the design team receives spatial data at the accuracy and specification required for detailed design of major water infrastructure. Comprehensive SDR pickups across the pipeline corridors give the designers a complete picture of existing ground conditions, services, and environmental features — reducing the risk of design assumptions being challenged during construction. Early engagement on the design survey packages positions RCS within the program from the outset, with established site knowledge, control networks, and familiarity with the corridor.
