The M12 Motorway is a new toll-free east-west motorway connecting the M7 Motorway at Cecil Hills with The Northern Road at Luddenham — providing direct access to the Western Sydney International (Nancy-Bird Walton) Airport. The western section, delivered by the CPB Contractors and Georgiou Group joint venture for TfNSW, covers 6 kilometres of dual-carriageway motorway including 11 bridges, a grade-separated interchange connecting to the airport’s main access road, the Elizabeth Drive flyover, and shared user paths. Part of the $4.4 billion Western Sydney Infrastructure Plan jointly funded by the Australian and NSW governments, the M12 is expected to carry up to 52,000 vehicles per day by 2036, saving motorists up to 16 minutes’ travel time between the airport and M7.

RCS Scope

Road & Civil Surveys provided supplementary survey support for the CPB Georgiou JV on the western section, with 1–2 surveyors deployed on site. Scope covered earthworks set-out and as-built surveys, pavement and road set-out, and drainage and utilities infrastructure. RCS supported the project control network and provided data calculations and EOM reporting. Work included live traffic interface support where the new motorway connects to the existing road network.

RCS provided reliable supplementary survey capability alongside the JV’s own survey team, ensuring coverage was maintained across the civil works program without creating resourcing gaps during peak activity periods. The M12 West engagement strengthened the existing CPB relationship — building on the work delivered on the Warringah Freeway Upgrade — and demonstrated RCS’s ability to integrate seamlessly into a JV delivery model, working to the principal contractor’s systems, standards and program requirements. Operating on a nationally significant motorway project directly connected to Western Sydney International Airport reinforces RCS’s credentials on major greenfield infrastructure in the Western Sydney growth corridor.
